The Land Transportation Office (LTO) issued a Public Advisory, announcing all offices will require proof of completion of a driving course to apply for a student driver's permit, new driver's license, or additional restriction code. The announcement was made. The certificate can only be issued by LTO-accredited driving schools, accredited instructors and administrators, and Driver Education Centers (DECs) in LTO offices.
