The "Dedicated Instructional Vehicle Specification" differs from the regular CB400SF from the vehicle model.
If you are a rider who has obtained a regular motorcycle driver's license through a driving school, your first motorcycle was probably a Honda CB400 Super Four (hereafter CB400SF). The CB400SF is characterized by its luxurious four-cylinder engine and double disc brakes on the front, even though it is in the 400cc class.
motorcycle school several years ago, my main training vehicle was an NC750, but when I rode a CB400SF as part of the curriculum, I remember being surprised at how easy it was to ride and how good its braking performance was. Frankly speaking, the braking performance was clearly superior to that of the NC750, so much so that I wanted to use the CB400SF only for emergency braking tests.
