On August 1, 2023, the Metropolitan Manila Development Authority (MMDA) began apprehending motorcycle riders sheltering under bridges and blocking the road.
According to surveillance cameras at the MMDA Communications Command Center, several motorcycles occupied three lanes of EDSA in Quezon City during the evacuation.
Many of the riders were wearing raincoats, but still refused to leave the area under the bridge.
Victor Nunez, director of enforcement for the MMDA Office of Traffic Discipline, said this was dangerous because other motorists might not see them and could lead to accidents.
Nunez said that safety is the main concern in implementing this directive.
The MMDA also reminded riders to bring a raincoat before leaving home.
On the other hand, various petroleum companies with stations along EDSA have shown interest in helping MMDA install tents to serve as shelters for riders. They currently await specific rules and regulations from MMDA to ensure their businesses' safety and smooth operation.
